People are buying, but they aren't flipping like they used to. Banks are starting to lend again, and are pulling back their down payment demands. What sells are homes that are in good neighborhoods and near good schools. Clean homes are also at the top of the list. Nice yards, no wear and tear (which is hard to find because foreclosed homes are usually vandalized.) I've heard of owners bringing in Los Angeles house cleaning companies for a week and adding some real value that way.
